A fugitive is on the run, and it’s possible he is on or coming to Babylon 5, and EarthGov wants him caught.  Sheridan and co. soon discover that this Doctor on the run was in fact a man who examined the Vice President before and after he got EarthForceOne with a supposed illness, and he knows that he had no such illness (thus proving that he was in some way involved with the death of the President in order to take over the job).  So Sheridan and co. now have to find this man before their own security team or anyone from EathGov find him, in order to continue their plan to prove what President Clark did and take him down.  
It is a solid episode that stays focused on the main story and doesn’t have some pointless subplot or a storyline that seems completely disconnected from the main thread.  Not to bash the Babylon 5 style vs. the Star Trek style, but while it didn’t always gel or work, Trek was much better at handling ensemble casts and an A/B story structure.  Babylon has all these great characters and some get lost in the shuffle for weeks.  It seems oddly balanced where we can not see Talia for several episodes, then she’ll have a three episode run of episodes focused specifically on her before she disappears again.  

Anyhow this episode was good, it picked up on the thread that the Babylon command crew is secretly working to take down President Clark and his government, and it was a nice little episode that kept moving and had some good character stuff along with the action.
