The Declaration of Principles

Sheridan is trying to get everyone to sign a “Declaration of Principles”, which is essentially a document that binds everyone together in the same cause, to work towards peace and unity.  The problem is that some of the ambassadors believe it is like a morality law...and they don’t like the idea of the Alliance bossing them around on morals.  
Meanwhile a dying Ranger comes to the Station and to find out who did this to him, Lyta scans him.  She finds out about a planet that has been consistently targeted by Raiders for years and asked the Ranger to get them help from these Raiders from the Alliance.  Sheridan agrees to send help, and asks for some help from the Drazi, since it is on the edge of their space.  

Garibaldi wants to use the Telepaths that have come to live on the station to help him in his new Covert Intelligence group, since he thinks they could be helpful in his cause as well as fulfill their statement of pulling their own weight on the station.  Sheridan is unsure of the plan, but after Lyta gets the information about the planet in need, and Byron (the leader of these telepaths) discovers that the Drazi not only know about these Raiders attack the planet, but have been actively helping them for years...Sheridan decides it might be a good plan to utilize the telepaths...though he is clearly unsure as to whether or not it is a good idea. 

In the end Sheridan exposes the Drazi’s involvement in the Raiders plundering as well as their plan to attack the White Stars that were going to meet them at the planet (but are now standing ready to attack the Drazi) in order to keep the scheme alive.  Seeing how the Drazi have been acting, and why they were so vocal against signing any morality clause, they rest of the league sign the Declaration of Principles.  Though they will all have to sign it again, since G’Kar rewrote and improved it. 

A fine episode that keeps the diplomatic troubleshooting of starting this grand alliance interesting, while helping to slowly unfold the telepath storyline which is bound to lead into the start of the Telepath War, which has been hinted at for some time.
