The evidence of the Centauri attacks is being presented to the Council...Londo has not been invited to the meeting, though those testifying do drop off their evidence with Londo and Vir.  This is bad, and Londo knows it.  He is still trying to deny even when G’Kar stops by to remind him of all the things he was worried about when they were on Centauri Prime...then G’Kar takes Londo to the Council meeting, he denies all evidence, until Lennier presents his video of the Centauri ships attacking.  You can see it on his face, he knows it is all true. 
Londo calls home, they claim it is all forgery and give him a little speech to give.  Sheridan promises a blockade and that the Centauri will be standing alone and get nothing in our out of their planet until they admit their wrongdoings and apologize.  Londo, on the behalf of his government, promises that all Centauri ships will be accompanied by warships.  

Zack realizes that Garibaldi has been drinking again, but doesn’t turn him in right away, which is a big mistake.  Sheridan asks Garibaldi to coordinate the White Star fleet so they can watch the Centauri, meet up where they go, and protect any ship in the blockade that needs protection from Centauri Warships.  Garibaldi then passes out drunk on the job, and the Drazi ships are attacked with no help from the White Stars.  

This leads to an excellent end in which the Council is shouting and Sheridan finally points out that all these assholes joined up for peace and coordination but they all seem hellbent on War...well they’ve got one now.  Londo and G’Kar are back on Centauri Prime, and the government wishes to jail G’Kar until the war is over...Londo says that he goes wherever G’Kar goes, and he ends up jailed with him.  The episode ends with a truly somber scene in which Delenn and Sheridan sit and watch a candle that represents life...knowing that their worst fears of war have now been realized yet again.  

Great episode...wonderfully written, directed, and edited.  The cast does a great job building up the tension.  This was a great piece of television.
