This episode kind of felt...sloppy.  It isn;t terrible, but theres just elements that just feel slapped in maybe.  I don’t know, it just didn’t grab me.  So there are minbari Ranger trainees on the station with some trainers. The Ranger teachers are pretty much their to just bitch to Delenn about a race that don’t seem particularly suited to the Ranger training (as members of all races that joined the alliance are of course allowed to join the Rangers now).  Delenn gives them an easy solution to their problem (make this garbage race of aliens essentially messengers because people ignore them because they are garbage).  
Then the one of the two trainees gets into a fight with some lame gangsters in Down Below while the other leaves him...and then it becomes a chance to get revenge on the head gangster guy.  It is okay, but the gangster is lame and annoying and the story just didn’t get me because I never really got to know the character in the story.  

A subplot featured is about Lochley and who she is.  It is kind of about how nobody really knows her yet, Garibaldi is convinced she was on the other side during the war, and even though it’s peace now he can’t seem to get over it.  When Delenn goes to Lochley about her little revenge (sorry “terror”) plan, Lochley states that she can’t believe Sheridan would approve, which leads to the end, in which Sheridan clearly tells Delenn something about Lochley that Delenn clearly does not approve of.  

Again, the whole execution of this episode feels sloppy, like there are ideas hidden in the script that aren’t fully thought out, and then it was even edited together sloppy...so this big reveal about Sheridan and Lochley in the end feels like an afterthought.  And the audience doesn’t even get to know what it is.
