Byron and his people are being harassed in down below, this leads to one of the newcomers in this band of rogue telepaths being seriously wounded.  Byron’s people enact revenge on the people of down below, but Byron gets there a little late and tries to stop them.  When Zack arrives, he finds a wounded man and arrest Byron (this is in no small part because Byron is clearly starting a relationship with Lyta, whom Zack has expressed interest in before).  While Byron is jailed, his people get a little more violent revenge, which hurts Byron personally, since he abhors violence.  He is eventually freed when the evidence excludes him from committing any crimes...and he and Lyta have sex, which leads to a strange telepathic mind thing that lets Byron and everyone else in his group know that the Vorlons actually created the telepaths years ago in hopes of using them against the Shadows.  Byron now has a new mission, to demand a homeworld for all telepaths from the Alliance...and he means to do it by any means necessary.  
Meanwhile, Dr. Franklin is continuing his work compiling medical info on all Alliance alien races, he is working with the Hyach and discovers that their past is kind of murky...as they apparently had two races growing parallel on their planet, and it lead to the mass genocide of the other. It is an interesting little story, but I wonder how much it will play into future storylines.  

The Byron stuff is again the dominant storyline of the episode, but I’d say despite my general annoyance at his character...this was a better episode for him and his rogues.  I’m still not fond of the Fabio-lite character, but this at least ended on a note that made me interested in where this storyline heads.
